(i noticed he loves to be vague) if we take this to mean he held them back, maybe this has given the team time to redesign them and thats why you see two different ones.
didn't i hear the last dev team already had in mind primals. maybe the old Leviathan was designed by the old team. so yoshi wanted his own team to design one, now they have the time. (this is all just guess work mind and i doubt we will ever know the truth)

I'm actually rather surprised this is even leviathan because this looks quite similar to the the "dragon" from the opening movie. The one that blows up that Imperial ship and is now wrapped around it in Mor Dhona. That creature came out from the sky and appears to have triggered all the other primals to be released (plus many more? There were a LOT more than 8 beams of light coming out of there). I could be totally confusing the two creatures though.
Why did they need two leviathans though? Just because they have time to make two, doesn't mean they should act on that impulse.
There are two reasons I can see: The first reason being that the original leviathan was way too difficult to animate and they didn't know how to implement a workable battle against such a creature. The second reason is to do with plot. The sea serpent may in fact be something different than Leviathan altogether, a literal red herring.

Yep, that's the reason for the moogle battle that's coming. I'm sure the old team responsible for creating monster models didn't get fired! Nor any of the story-line writers. If they did, they didn't deserve to.
So I find that a pretty specious claim to say the new dev team wanted to use their own work; the original leviathan was their own work.
In this image, you can clearly see the webbed-wing structure and ears and moustache typical of the classic Leviathan, so it would be strange if it turned out to be something else entirely. I do wonder though. What else could it be?
maybe when yoshi-p took over. he took one look at the old Leviathan and said "i don't like it. do it again" you stapping his authority. but really like i say i doubt we will ever know why. but there is a sticky thread for quests to ask him in the next live letters from the producer. maybe you should ask on that. maybe you will get an answerI'm sure the old team responsible for creating monster models didn't get fired!
