Here we go another thread about change maintenance times in case anyone who have not noticed they have been rotating them

As someone living in the states, and not as affected, I sympathize with your plight. Personally I think they should stage update times on a data centre basis, rather than take the whole globe down at the same time. There's no reason why they can't stagger the maintenance windows so that servers based in Japan, the US, and Europe, all have different downtimes.
I also think that they need to make more of an effort at reducing the amount of required maintenance, or standardize the time-frame to an extent. If they set aside, say, one Wednesday night (data centre time) every week or two for maintenance, at least it's something people can plan around. This random sort of ad-hoc crap that inevitably crops up in and around every patch cycle is far more disruptive than routine downtime would be.
Finally, they also need to make more of an effort to avoid maintenance that appears to arise from incompetence. For example, after 3.5 was released, the Aether data centre was taken offline twice in three nights for maintenance on the same problem. They need to avoid crap like that; fix it properly the first time, and keep it down until you do. It's what we're paying them for. This latest maintenance window also suffers from a similar sort of problem; the justification is that the maintenance is to accompany implementation of "Custom Deliveries" for DoH / DoL classes. Why in the hell wasn't this done during the scheduled maintenance window for 3.55a two nights ago? A maintenance window that finished early, might I add?
TL; DR - Maintenance happens, and nobody can fault SE for needing to take the servers offline now and again. They're generating a lot of self-inflicted wounds, though. Stagger the maintenance windows based on data centre local time, to help resolve the OP's concern. Push ALL of a patch during the scheduled patch maintenance, rather than leaving a couple components out so you can schedule maintenance again 48 hours later. Make sure when you have to take servers offline due to a technical problem, you actually fix it. Communicate with the community, and give us some detail, when these basic standards can't be met - so that we don't just feel ignored or slighted.
Can tell those who don't understand games and fixes aren't as easy as they imagine.
Also, the new NPC adds in an additional way for scripts. Considering Thursday is script reset, makes no sense to start the quest after patch. It gives people who were able to play an additional 3 days to essentially get a week in before others. This maintenance could be seen coming a mile away.
Im australian an honestly i have no problem what so ever with the maintenance times... its for a couple hours only not the end of the world.. go watch a movie or go outside not a big deal imo
1. 3AM PST - 7AM PST is 6AM - 10AM EST(GMT-5). People getting home from night shift/up early before work/school, EU players in NA Data Centers.
2. 3AM PST - 7AM PST is 12AM - 4AM NZT(GMT+13). Your downtime.
3. 3AM PST - 7AM PST is 11AM - 3PM GMT. Lunch Breaks & School letting out possibly.
4. 3AM PST - 7AM PST is 8PM - 12AM JST(GMT+9) Cuts into their prime time.
Personally current maintenance times work perfect for me as I get home and servers have been up for an hour or maintenance extended that hour.
The world doesn't run on just your time. There are shifts other than Mon-Fri 8 - 5. Also have others have said, their maintenance windows now are their NORMAL working hours. No overtime, no missing dinner with families, etc. Finally, current maintenance windows don't eat into daily reset. Meaning people can finish up after maintenance and before reset.

I don't recall them rotating it? it's always been 7pm NZ time, right through to 11pm.
Well, those couple of hours turn into a whole day of no FFXIV because I come home from work, servers are offline... then I have to sleep as I have work the next day, meaning I've missed an entire day of my subscription unable to play what I'm paying for?
It's fine, I'll get over it... there's always going to be 1 region that gets hit the worst, I just wish they would rotate the hours every week so it's not always NZ players suffering through prime time and unable to play after work and have to wait until the next day.
