    Tomes are not a "content". They are a reward spread out across a breadth of content. As such, even if tome gear remains up necessary, at least you're able to do a variety of things (PvP, hunt, daily, so on and so forth) in order to gather those tomes, rather than being limited to gear grind dungeon spams. What you're suggesting leaves tomes as a viable choice only until weekly cap, and then forces a entirely singular grind upon anyone who wants to be competitive. The only choice it adds is "am I satisfied with retaining my sanity with only 5 hours of grinding, or should I do all 40 hours now so I can join a progression static and clear on opening week (unless less gear-cheesable mechanics are present)?" True uncapped (and non-tapering) acquisition is as painful on the hardcore as on the midcore or casual playerbase, especially when the grind really is that dull; they're just more accepting of the masochism.

    You do realize that the uncapped tomestones are currently 15 ilvl beneath grindable dungeon gear, right? Sorry if I was mistaken in assuming you meant something that would be more, not less, useful than is currently the case.
