So it just came to my attention that APPARENTLY if you've purchased the base game on Steam, Early Access codes you get for ordering directly from Square may be different and may not work.
I bought the game on Steam a year ago, and this MAY mean that Steam users are unable to purchase the PC Collector's Edition without making a new service account. This might explain some things for anyone having trouble, meanwhile I've got a conversation with support to see if I can get this sorted out.
EDIT: Confirmed this is the case, at least for me. I'm working with Customer Support to try and fix this. Thankfully I've got the PS4 version to upgrade as well, and I can preorder via Steam, but I'm sorry for any other Steam users who made this mistake.

Yes if you bought the game on Steam, you must buy all expansions on Steam, this was the same with Heavensward and does actually say this on the store page when purchasing Stormblood. Hope you can get it refunded okay!
