You are not, it is not one of the options. Afk, Offline, Cheating, or harassment, no other is allowed. Healers DPS during downtime if the team is sufficiently healed.

But you are. GMS have confirmed that you can kick someone with varying playatyles from you even if there is no a specific option for it. Those options are not all encompasing, they have said to just use one of the other options and it is allowed.
