The Ishgard "variant" is just regular elezen/hyur that lives in Ishgard.

You can make those in the Character creator.


The reason you cant make Ishgard your starting state is gameplay reasons as you are forced to enter one of the starting cities, and Ishgard is closed to visitors at the time the game begins.
