Under that logic, so could the au'ra, they are half dragon after all. The thing with the ivalice moogles is that they could have an interesting lore explanation as to why they are not a beast tribe. Considering the ivalice moogles in their own games were as capable as the spoken races of eorzea (they even have the ability to change jobs), they would fit in as a spoken races here, and their connection to eorzea moogles could be stated as an evolutionary divergance, with ivalice moogles losing their connection to the elementals and becoming integrated with the spoken races early on, building technology, trading with, and becoming part of society. Conversely, the quiqirn (and to some extent goblins) are seen as lesser than spoken races, which is why they are classed as beast tribes, but in actuality there is no such thing as a beast tribe other than a separation from society, and outright racism, and we may see a change in perception moving out of eorzea.
As for the others, Burmecians are equivilent to Mi'qote, Ronso are equivilent to the wolf race that was scrapped (i.e. the dev team are ok with beast like races), and Qu were a joke on my part.
I should reiterate that I don't want any of the races I mentioned (except the ivalice moogle, but thats just because I want more small and large races, and races that are distinctive - viera being neither). My personal hope is that we get a brand new, distinctive race.
