A lot of people say my Processor may be bottle necking, but truth be told if I do have to change my processor, please don't say i7, and if you do, it needs to be cheap enough for me to replace my motherboard to fit it on @@

As for settings, I just recently found a stable setup with my video card, it runs smoother and the Vsync is nice, but it isnt perfect and I would still like to find a way to average all around 40 fps when I am in really high activity areas.

Well tbh, I feel ya on that question. I bought these when I had the money but now, with the way stuff is, it's more or less what's YOUR budget range lol.
I spent a LOT of time on newegg of course. If you wanna drop some numbers for budget and size of your Case, some of us may have some ideas for you.
I'll check now since work is slow and throw a few things your way to try out. I have a LOT more then this though for cooling too. No H2O but I spent about another 100 or so for cooling to keep CPU and GPU cool. Glad I did with all the horror stories I hear on here.
Here is a reply to another user who was paranoid about their issues. It shows the cooling I have and case spec.
Yeah no worries. If your fan noise is too loud you can also change out those stock fans with any number of great after market fans for your CPU and GPU. Usually those fans that come with are small inexpensive 80mm fans. Same goes for your intake and exhaust fans. Personally on my PC I have 2 120mm fans that came with the case for intake and exhaust. I purchased an after market MASSIVE and I do mean MASSIVE CPU cooler that came with a 120mm fan. My GPU is also a really nice upgrade from the standard shipped cooler as it 1), is very low profile, 2) dual 120mm thin fans and 3) came with an external dual fan adjuster so I can personally turn up or down either fan to help with not just noise but boost cooling as needed.
Here is the GPU cooler I got and here is the CPU cooler I got. Scythe products imo are amazing and my PC runs quieter than my laptop. The loudest thing in my box is an old a$$ PSU that I've had since 2001 xD lol. Still works so I'm getting my moneys worth out of it. :P
