With the ultimate decision made by NEXON, the publishers [AKA the company providing funding and resourcing for the servers in that region] in Korea. The suggestion may have come from SE, but ultimately, it's on NEXON for that decision.
Excuse you for assuming I don't feel bad for the Korean players while stating facts.Evidently, whoever is in charge of the KR version feels that they cannot wait until a future patch to try to resolve server population issues and this proposed solution must be done now and not later. You have to remember that the KR version (and the CH one) are basically owned by a different publisher, and they probably have a good say over what they do with their versions as per contract agreements.

What does who run the servers have to do with poor game design? If you have been around long enough hell since 1.0 all we hear is not enough resources or wasn't design to be fixed that way. It is pretty obvious that if SE had to merge servers right now they would probably have to destroy houses. That would look bad for them so if any server has a negative cost they suck it up, Nexon doesn't have the same publicity to worry about.
With that said about current game design. In early 3.0 it was discussed about adding ishgard housing and allowing transfers. Since I doubt it takes TWO years to design a housing district. They probably have not gotten transfer system worked out, which may or may not allow them future server changes.

What does poor game design have to do with server merges? Considering 1.0 was basically a completely different game to what we have now, it's similar to comparing apples to oranges. Of course, Nexon has to worry about cost; SE has multiple data centers and servers to worry about (64 servers), not 6.
It was discussed in an interview with Yoshi that they wanted to put in Ishgard housing two years ago. Remember, we just recently concluded the thousand year long Dragonsong War. Doesn't make sense to throw your arms open to foreign adventurers before that was done. It wasn't two years to design a housing district, it was on hold to implement story-wise (assuming it is Ishgard housing).



Instanced housing can be moved with players from server to server at no detriment to server or player. Open world housing (poor design) has many more ramifications with player moves.
And not specifically you, BUT MY GOD if i see one more it's a lore decision.
Lore should not trump fun and game design, Thes thing from Blizzard was them saying lore is what we make it.
I wouldn't call Open World Housing, poor design as a whole. SE just needs to provide more real estate. The capability exists. The question has always been "Is it worth the investment?" and not "How can we accomplish it?". Up to this point, it hasn't been worth investing in. Will that change in 4.0? Who knows?
On the basis of players losing their houses due to voluntary server moves, I say boo hoo. For those being involuntarily moved, it would be a good PR move for the game developers to provide players with some form of compensation, but I'd be hard pressed to say it is required.

You wouldn't call a system that they can't afford to run for all the paying customers poor design? It isn't a matter of ability(gil) that prevents players from getting houses. Not you glad to see the development team and SE don't value every sub equally. Because what it comes down to is the system in place is only for the because they refuse to pay more or design better.
