I would give up on even thinking about tiers, blm has way too many differing spell timers that even trying to map out all of them is a pain. There's an individual tier for every cast time, so for BLM we have Fire 1(2.5s), Fire 3(3.0s) and Fire 4 (3.5s). To add on there's a different tier when under ley lines. While I'm barely knowlegeable about BLM, just these 3 skills + ley lines creates 6 individual tiers. If one have the interest it's possible to map out all of them (Under ley lines can not be calculated with a formula, why? Ask SE).

edit: Cutoffs from 354 to 1300 SS are for:

• 1.75 = AF3 B3/UI3 F3
• 2.5 = GCD and most spells cast under native stance
• 3 = F4, B4, F2 and Freeze under native stance
• 3.5 = F3 and B3 under native stance (not sure how often you'd be doing this, but it's there anyways)
• 4 = Flare under AF3

The green highlighted cut-offs are the points where you get the most bang for your buck. All the odd occurrences effect all cast times, and the even ones effect everything except cast times of fire spells in UI3 and ice spells in AF3.

edit 2: If anyone finds any discrepancies in the sheet please let me know. I used the formula I proposed on dervy's blog [BaseCast * (1.004-((SS-334)/6602.5)] , but it hasn't been completely point by point checked for all values.

I've since updated the sheet to include ley lines.

Between ss of 850 and 1398 (absolute max ss available with 270 gear and 275 weapon if there existed a max ss version of each slot) the most valuable ss points occur at 889,1021,1153 and 1285.
