Well since the Korean youtube channel uploaded 3.2 trailer in november 2016 and my friend who is playing the chinese version told me they are behind too I would guess its true. Its easy to say it shouldnt be like that but thats not smth that the company of the game can change. I personally disagree not everyone should have access to all items across all versions its nice to have some exclusivity in a game being it region lock, promotions or events.
