Can Red Mage start at level 30?

Some people enjoy leveling and learning their jobs can we start at level 30. Instead of 50 it makes more sense since jobs (including heavenward jobs) start at 30.

I feel the opposite way - while my friends were having fun oohing and ahhing over the new Heavensward zones and taking screenies of their flying mounts, I was stuck grinding FATEs in Costa del Sol, Coerthas, and N Thanalan. While I mentioned in another thread that it was fun in a socially-driven, mutual community kind of way, it was also kind of annoying as a player who fully intended from the start to make AST her main. Given how job rotations and priorities change (especially for a DPS job like RDM), what you "learn" at level 30 is likely going to be hugely incorrect at level 70 anyway.
