This is a long post, but please let me give an example of something similar to these I've seen in real life.
This is a true story.


I used to work in a school which had "levels" of classes.
Students were put into class levels based on their ability.

But it was not a public school. It was private. It costs a lot of money to attend. So, the students are treated more as "customers" than students.

To go to higher level classes, students must either complete their current class or get a recommendation from a teacher to level up. Sometimes both.
But, just like in this game, there are many people who do not want to do this. For various reasons.
Some people think they are better than their current class, even though their ability is still too low.
Some people don't want to make initial effort to get to high level classes.
Some people find the lower classes too boring, despite their necessity.

First, a lot of people stopped working hard in the lower level classes. Finished the class with no improvement, but still wanted to level up. Eventually the management allowed it.
But then, a lot of students started asking / demanding to be put into higher levels, without even taking the lower level recommended class. Some even said they would quit unless they could immediately be transferred to higher levels.

And guess what, the management allowed it. Why? The school needed money. We needed to make a set amount each month.
If people started quitting, the school would be in trouble.

Teachers still gave the recommended class to the students, but in the end, the student could choose ANY class they wanted.
It seems, someone with a level 1 ability could immediately join a level 10 class.
We kept our students and new students joined immediately because they were guaranteed the class they wanted.

About 1 year later, we were in trouble again.
We had tons of complaints from students and teachers.
Students who actually belonged in a level 10 class were complaining that they couldn't enjoy the class or get benefit from it because too many people lacking ability to function in the class existed there.
Teachers complained they had so much difficulty because of the vast difference in student levels. Group projects were almost impossible and everyone was frustrated.

And worst of all, no one was learning anything. Those low level students had such a hard time in the high level class and couldn't understand the material. As a school, we were failing. But the damage was done.
Eventually, the higher management changed the manager and some of the teachers. The new manager used some rather underhanded tactics and lies to "remove" the higher level classes, forcing everyone to take lower level classes.
This was good for the lower level people who belonged there and needed help, but was very bad for the higher level people who were forced to be in classes not suitable to them.
Because of this, the school suffered huge losses in both reputation and profit.

Disagreeing with the new manager's tactics and tired of seeing the negative effects on students, I decided to leave and tutor privately.

Although there are some differences to a level potion, there are some similarities. Some people will be happy, but there will be consequences.
