Why don't you pay a visit to their subs and their subreddits to see how the community feels even 2 years after. It didn't help the game or raised retention time in the long term. Also WoW's leveling is much differently constructed compared to 14

I've played WoW myself as well as have friends who focus on it: The problem with the game isn't new players boosting to just beneath level cap. It's either stale content or the lack of content altogether. After WoD came out, there wasn't any new engaging content for a while. That's not the fault of new players. And you're right. You can get to cap in WoW and be done with your character much quicker than in 14. Kind of funny how the potion is just for one Job, isn't it.

That's the thing WoW is not only WoD or Legion. 10 years full worth of content getting skipped cause of bad design practices. When ARR launched Yoshi said they wanted to fix past mistakes. And they fixing them. HW is much more concise experience with not a lot of Fat. For that reason idm skipping ARR all together. But they should go back and fix ARR questline. Make most of the quests optional and boost the exp gain. The 46-50 pain is real.

I can agree to that last couple of sentences, but I don't see why another option altogether is a bad idea.
