It's actually been shown over and over that the ISP issue you are talking about has nothing to do with our issue AND even if it was related it WOULD be SE's issue cause they are the ones using them for their servers in some fashion.Ormuco, from my understanding, is also located in Montreal.
Since there has been mention of Montreal having some wintery weather, it's something to consider that perhaps Ormuco's servers are also being impacted by the wintery weather.
There was an individual that posted on the current Reddit thread about this outage about how Montreal was having wintery weather beforehand, though. Still something to consider.
This current situation is completely out of SE's control. As was the situation from three days ago, where as Level3 posted on their Twitter account that their Montreal servers were having problems. SE cannot control the flow of Internet traffic.
