Of course not, which is why we get higher item level with every patches.
Which is why upgrade tokens from 24 man raid exists.
Which is why max ilvl relic exists.

Oh, please.. I've seen people in full i270, 3rd week post-patch. It is perfectly possible.
That is i270, too. Not i260 as limited in current tomestone grinding.
Compare even 1 i270 item per week, with a net average of 0.89 i260 pieces per week, if it's still so unclear.
Seems like you don't even have an idea how loot system in Savage works.

You have no idea what you're talking about. You don't "choose" what you get to drop unless you've done 4-8 weeks of clears thanks to the manifestos. Anything else is just dumb luck.
Even with twines and coats from raids, you need 8 weeks of clears to give one to each in your group from drops alone, most a full patch cycle. It's not as if upgrades are handed out to raiders like candy.
The suggestion by the dev team is basically "You don't need 270 gear to clear non-raid content, so if you do want it, try out some raids. If you still don't want to raid, gear up alt jobs while waiting for the next content patch"

And it is precisely having equipment handed out like candy.. see my simplified comparison above: 1 i270 piece per week vs 0.89 of an i260 piece per week.
Yet again, 4th time I see the same flawed argument "you only need i270 for creator savage".
What does that have to do with which players get it? In one patch, raiders get better items than grinders, and in the next patch, raiders still get better items than grinders.
Does max ilvl relic finally exist? I thought relics only went up to iLevel 260, while raid weapons went up to 275.
