I wrote this in a thread about making the game more difficult to better prepare the populace for raiding.
I thought the idea warranted at least being offered to the community at large for speculation.
Training content.
A duty queue intended to educate and train players who are in need of getting to a content appropriate skill level.
Simply by: Using old content (T9 would be perfect) With players gear and level synced to the content. (I.E: T9 ilvl 95 to 100 and not 111) Provide the lesson base in it's original launch form including temporary equipment.
Battle opens, the system instructs a pull: Tank pulls. All movement stops. System gives an explanation. System explains the next step just after the pull.
Battle ensues. First major mechanic: All movement stops. System explains why the game has stopped. System explains a mechanic is taking place, and what this means for a raid. System strongly advises swift reaction to mechanics like this.
(Actual mechanic is explained)
Battle ensues. Second major move based mechanic: System stops. Explanation ensues. Mechanic is explained. Safe zones, how to find them are explained.
This can be role specific; It can also be done with 8 players simultaneously. Each player receiving different instructions. All in real time.
Most of the major raid events from this raid would be explained. Complete with expectations, reaction advice, and solutions to commonly made mistakes.
Once all the steps have been completed for the first phase: The players are reset. Instructed to pull, and are then set against the entire first phase with no assistance.
There is a lot of room on this napkin idea I've come up with to be greatly expanded upon. I welcome everyone to contribute.
This rough idea emerged just from responding to a forum thread: I do not offer this for anything more than speculation, calculation, opinion, and or alteration.

MMOs tend to not teach players how to play their games properly and they just relies on the communities to do that for them that really needs to change. Just point people to these forums for rotations and make them aware of the 2-3 video guides for each fight and give them the chance to go in and do the fight.
You do make one point I want to respond to. (I have corrected a type in the original comment)
Being capable of clearing T9 on your own did help you clear A-insert raid here.
You knew you were capable enough to clear current tier content.
My point is, being capable enough to clear (T9 Example) equates you to being capable of clearing (A1s example). You may not have learned a skill, you however learned a raid.
Adding responses here: This could exist for 1 or 8 players based on design.
