LWR doesn't make any LNC gear. Also, CRP only makes most LNC weapons, a minority of them are (or at least were) by GSM. ARM makes everything except your pants, weapon and jewelry, so technically it's the most "important" for LNC. GSM also makes the many accessory items but they tend to be much cheaper than other gear. Additionally, the benefits of wearing high level jewelry with high slots costs are everything but apparent to me.

I believe the dated Iron Plate Belt is better if you have no materia. Penance is good for damage output but that's an NM drop.

Phaia (Penance) is such an easy mob though. As far as damage output goes, Penance might be the best. I'm not sure of any other belts that have +STR, and you can't slot offensive materia to a belt. The only reason to wear the newer stuff would be defensively right?

I haven't looked at the full list of gear to know if there's offensively better anything than Penance.
