When is SE going to do something real to fix the issues with housing?

With the way that they designed the housing, using the Wards and whatnot, it'll be highly unlikely that we ever get an actual solution. Each ward needs a chunk of server space. As do the instanced houses themselves, although they arent as resource heavy. But given the resources the wards require, its highly unlikely they would ever be able to have enough wards for everyone in the game to own a house, especially when players are using alts to buy multiples. They would have to have many more servers dedicated JUST to the housing, and that would end up costing them too much in the long run.

The only way we'd ever see an improvement on the housing system is if they rebuilt it from the ground up.. and that's even less likely to happen.

Make it so that it's impossible for people to have like 5-10+ houses on one account. There's a huge step forward right there.

Solution: Share the house between all characters on the same world on that account, superseding people's ability and need to have multiple houses.

But that would probably be too much common sense.
