Modern Aesthetics when using a Phial of Fantasia

It's not a PS3 limitation, it's the way Fantasia's work. They just throw you back to the base CC screen, it's as simple as that. In order to add the other hairstyles they would need to make a CC screen unique for Fantasia's which while possible would take time.

I think it is because, when you change, you're not on your server but the data center lobby. So technically, the game cannot see what you have unlocked.

This is the most likely cause. If they had all haircuts viewable, but greyed out if you dont have them, on the character creation screen then there wouldn't be an issue.

If I understood, you mean like ALL haircuts as a preview? If so I don't see why not.

Only thing I can think of as they show the ones they add for everyone usually, but not ones tied to your character.

Not only would that be helpful for this problem but as a collector it would also be nice to know which styles you were missing when they were greyed out at the aesthetician! And if you were making a new character but desperately wanted them to have (say) an afro, you might feel disheartened and not realise you can just unlock one in-game later. Good idea.
