Apologies, I should have clarified. While you are right, the DPS is a byproduct of them trying to gain emnity.

Healers that don't DPS, usually just stand there doing nothing. If you want to stop cleric stance use, just buff the incoming damage and start introducing soft enrage (aka more damage that goes out the longer the fight) mechanics to fights that tell DPS to push it.

Though, I don't know why you would want to stop cleric stance use. It's an interesting mechanic as a healer that I think is really important to being a healer. Effectively using cleric stance shows that you can correctly gauge the incoming damage and contribute to the party in some meaningful way rather than waiting for more damage.
I think more focus should be put onto having to heal you see. Like, if you're the cream of the crop, then you can weave in DPS, perhaps, if you really want to keep the CS mechanic. But for your average Joe, DPSing as a healer shouldn't be possible. It should be for the best of the best only, if possible at all. In my opinion at least.
