Tanks are expected to DPS. That's how they hold enmity on things. The difference between tanks and healers is that tanks are always doing something and fully using their GCDs. Healers that don't DPS, usually just stand there doing nothing. If you want to stop cleric stance use, just buff the incoming damage and start introducing soft enrage (aka more damage that goes out the longer the fight) mechanics to fights that tell DPS to push it. Though, I don't know why you would want to stop cleric stance use. It's an interesting mechanic as a healer that I think is really important to being a healer. Effectively using cleric stance shows that you can correctly gauge the incoming damage and contribute to the party in some meaningful way rather than waiting for more damage.
