They have to have a reason to go in there due to the MSQ or the quest associated with it. I know that excuse breaks down when you get new gear and what not from there, but that's the reasoning.
The dungeons need little more than a single introductory quest of "Hey here's this thing" - just like how they introduce all of the hard modes and the scattered side dungeons. Sastasha is full of pirates. Plenty of reason to go in there beyond the MSQ. We should not be required to complete X MSQ quests to access dungeons.
