But it would also make tempering without the primals presence a non-possibility and seeing as I don't have the book myself... /huh.

Well, the thing is that SE kinda established that NPCs cannot be trusted to say the truth, but rather what they "think" is the truth. Hence, I prefer to understand how things work, make logical conclusions based on those workings and roll with that than accept what an NPC tells me.
But in the end, it might just be one of those fantasy rules that just "are" and I'm running against a wall with that approach. That can happen.
