HOLY CRAP IT'S CONTAGIOUS

there is nothing wrong with fantasy or whatever, but that doesn't mean proportions have to be thrown out the window. (imho) It just does not aesthetically look that great, and it seems the vast majority agree, or else they wouldn't get the same comments about the race all the time, or be so underplayed.
I think it is acceptable to leave the current elezen, and either improve upon them by adding more options or just add a mixed hyur + elf half race. I dunno...I really want to be an elf, but not with how they look right now![]()
Like others have said, it's the defining trait of the race. They're lanky in every way and I doubt it'll get changed.
If people want them to be more humanso they could be generic fantasy elves, SE could always add Hyur/Elezen hybrids.

my only "problem" is necklaces. like having it sit in the middle instead of just resting near the shoulders like a normal necklace.
They either have a tiny head or a huge body. It has to be proportionate.

Elezen need an option to adjust their head and neck size. The head size are too small (I read once or twice that they were reduced in size for 2.0) and neck just a wee bit too long. See examples below:
Literally unplayable.
Edit: Here's another example:

I think the last picture looks great! The neck is obviously long, but it's not a human (hyuran...) character; the unsettling proportions are part of the charm. I don't think the first picture look great but clothes help and that hairstyle emphasises the small head :s
I agree that necklaces could really do to be designed to sit a little lower on the neck though. Most of my glamours hide them but sometimes I wear a low cut top and end up hiding the necklace to avoid making myself sad.

That's because all of an Elezen's power is concentrated in the neck. As a result, the necks radiate so much aether that it makes necklaces float.
