While this might be the case, its also possible she used some form of magitek to simulate the spell.

Such a change could, maybe, open up the option for playable Garleans.

Far less likely it means playable Garleans, far more likely it means a Garlean Big Bad who can use magic. Varis is already rocking a look akin to Golbez...

Honestly that would be a rather moot point. Garlean Magitek has for the most part matched any magic we have seen thus far. I cant see a Garlean using magic being much more of a threat than one who just uses Magitek.

It opens up a lot of possibilities even if they don't go down that route though.
I have a feeling that 5.0 will end up being a expansion cycle you really enjoy. :P The way things are going I think its almost certain that at some point we will be getting to know some Garleans we can work with.

That said, I think for a while at least, the Garlean empire will most definitely still be antagonists.

Yeah. Chances are Garlemald is going to be heavily involved in future expansions too - since even after Ala Mhigo we'll still see them around elsewhere. Presumably, anyway. The lore book pretty much confirmed a lot of my headcanon and gave them sympathetic reasoning for their actions. Not going to get into the whole debate of whether or not they're justified but it certainly explains why they do what they do. Fitting a Garlean into the MSQ's is tricky but if they're a defector/mercenary/adventurer it's far easier to handwave it. They already shoehorned Au Ra into the MSQ's and any new race they put forward will have to be done similarly anyway.

On its own, perhaps. I wonder what someone with access to both magic and magitek might be capable of though.

I think the importance of this little reveal is going to depend on just why the Garleans have such poor inborn ability to manipulate aether in the first place. If their magical aptitude were deliberately inhibited for some reason (say by the Allagans) then there may be a reason why they're not meant to have access to it.
