Is there a way to play at 60fps on ps4?

Not that I know of.

Games should still run better on a PS4 Pro regardless if it's an"enhanced" or not.
A far as this game goes and framerate, that is entirely up to devs
it would be nice to have a higher framerate, but the game currently runs great except like pointed out areas like Idylshire

If a game doesn't have the PS4 Pro Enhanced certification, the PS4 Pro will lock itself down to being a standard PS4. No extra power.
With currently PS3, PS4, PC and Mac, I don't know if developers have enough resources to work on giving the CPU the extra power the GPU gets - if even possible.
