Most skill speed weights don't take into consideration the actual rotational improvements they can provide, just the raw rate of damage adjustment, as far as I've seen matching math for.

Back in 2.x my Skill Speed was, when right at the crucial rotational plateau, probably my largest dps contributer, and shuffling around secondary stats at the same ilvl and roughly the same accuracy showed this in my parses. The issue was simply the massive TP drain.

That said, this level of skill speed seems excessive. If his attack rate were about 3.3% less, he could still get every Dancing Edge in time, perfect his Shadow Fangs, and get the Aeolian Edge lineup with second Duality.
