    I've done the pre-req but am not getting this quest from that NPC, I fear the progression isn't as linear or complete as the page I linked to implies.
    Gamerescape identifies Hest of the Best as obsolete and replaced by Welcome to Morbol Country. I believe their listings are still up to date.
