Budget increase should include server / hardware investment as well. This is a pretty big deal. The game's budget has been tripled. Given the apparent problems due to a lack of funding for Yoshi's team this may mark a huge change of direction for the game.
I'm assuming that money is also intended to cover the patch cycle? I wonder what they're planning to spend it on.

Yes, a lot of FF XIV profit will go into inventory expansion ^^
Not so long it is a Microsoft console or until Microsoft change their cross-platform policy.
If you mean that little jumping up and down before her Shoulder Tackle (1:19), i think it was Featherfeed.I'm still gunning that the girl is indeed a DNCER from the trailer because while shes fighting our derplander mnk after she punched hard but blocks. She jumps back and does a VISIBLE jig before attacking again. So I am still going to say DNCER. Maybe with Puglist -> class to Mnk or DNC. Similar to SCH and SMN

True you could be right that it does look like Feather Foot. Just odd they would use a moveset that is being tossed out for being useless.
But your right it does look similar to featherfoot. o/
Before DRK came out* Yoshi stated they were about to make SAM but decided not to because Yoshi did not find SAM to be a Tank class. Don't remember the Viera talk though. o/
edit:
Here is the interview.
In terms of how fans reacted, it makes me think ‘so if we were to put in a Samurai, how is it going to play into the realm of Final Fantasy XIV? Would it be a tank? But that doesn’t seem to make sense because Samurai seems to be more of a DPS. Or if we were to go in the vein of a tank, wouldn’t it be a Shogun?’ those kind of thoughts start brewing in my head
