Well GMs aren't going to help you with 90002 issues as that usually has to do with your internet. As for you getting credit and not the other person can you give more details about what exactly you doing and the requirements to complete the quest?
Well considering the last big thing that we were trying to get help with had to do with a dungeon and it had to do with a story line quest tied to the dungeon I know myself everything could have been resolved in game for that.
What happened was the person I was playing with we were at the last boss in the dungeon. The last boss went down and it was down for a good minute then all of a sudden out of no where my friend dc'd from the server. At that point we had like four minutes left before the dungeon closed so I just stayed on and hung out.
It closed just before my friend could log back in and it never gave my friend credit for completing the dungeon story quest at that point.
I myself did not leave the dungeon I did not exit the dungeon yet I still ended up getting credit for it yet my friend did not. I know myself how things work and who does what trust me. That was all stuff to do with IN GAME issues. All of which can be rectified by a GM IN GAME.
That is the thing the objective was complete the last boss was down it was dead for a good minute before my friend disconnected. Everyone in the party ended up getting credit for it but my friend. My friend tried to log back in before the dungeon closed but that did not happen. I myself ended up getting logged from the dungeon back out to the start point where I had it completed but my friend did not.
The boss was down the people we were with were also from our free company they even were saying that it was totally retarded.
Sometimes you don't get credit until you leave the dungeon (click on the exit portal), so if they DCed and they logged back in after the dungeon time ended I could see how the game then did not register it for your friend. Anyways did you try rerunning the content to see if it give them credit or really was a gltich or did you go to a GM right away?

Well where to start.... Let's start here, first of all 90002 errors are not SE's fault it's your internet provider. If you're from the US take a look at the technical forums, a lot of the providers (warner, comcast, verizon) causing massive issues and making it nearly impossible or unable to play for a lot of players.Yeah myself and another person I play with are not going to play the game no more in due to the lack of in game GM support. It is kind of sad too in due to us only starting in on the game for less than a month now and we spent money on buying Reborn for the both of us.
We both are getting sick and tired of the constant 90002 errors from the server booting us randomly. We have had a few times now where I get credit for certain things done in dungeons as well as certain quests while the other person I play with gets no credit at all.We have tried to put in a few tickets about this already IN GAME with a generalized message response stating that we have to come to these forums to post about it. WE posted all information pertaining to the dungeon we were at the boss fight everything and we get a generalized reply stating to come here.
We were hoping to start playing to receive good in game support when we need it.
Getting credit for completing a dungeon is easily misunderstood. Some people believe including you, that just killing the last boss for example falls under the category of successful completion. It doesn't, SE counts a duty as successfully completed after you left the dungeon itself. Now if your friend and you played together and he dc'd at the end, means he didn't complete it. If the timer is expired the dungeon will reset and you have to redo it, so again, if he didn't made it back in time because of your guys crappy internet connection than that's on him. Same for specific MSQ dungeons that play a cut scene after leaving the instance, if you dc right in the middle of that, most likely you won't get credit.
Another thing that I don't understand or maybe I just misread it, is the fact that you only started to play because you wanted good customer support? I mean when I play games, sure customer support matters but isn't my biggest priority. I don't play a game just for the sake of becoming supports new best friend.
I am not saying SE's customer service is amazing because we all know it isn't, and even other companies have better service or putting more effort in it, however at the end of the day there's nothing SE can do about your kind of complains since sadly to say, it isn't their fault. Would be a different story if there were a problem with the servers at that time.
As people here have said before, unless a mass of people are experiencing the 90k error, they are usually on your side. Are you using wifi? Check if the connection is actually stable. You might not notice it when browsing the web but wifi can drop for seconds here and there, which can cause troubles with the game.
While GMs can give you some troubleshooting steps, doing long-distance error analysis is hard as users that ask for that kind of support usually don't understand the steps. Hence you will send them steps, they reply "it didn't work" and you know EXACTLY they didn't do it or did it wrong.
As for the dungeon, the GMs can't help you with that. Your friend probably started DC-ing already while the boss was dying, meaning the server could not give him the credit as it didn't recognize him as online anymore. Waiting for him to come back AFTER the boss is dead doesn't do anything as the actually event (the dying of the boss) had already occurred.
Also, don't bang on GMs giving you advise and help with the game. It even states when you contact them on the website that they are not doing this. The reason is simple: too many players and there is enough information out there. If they were to babysit every player asking "where is NPC X, I can't find him in the red circle!", they simply wouldn't get anything done at all.
If you want an immediate answer for a tech issue, use the life chat. They are utterly useless for billing issues but they are supposedly tech support. Understand though that they can't do miracles.
A GMs job is not simply sitting behind a desk waiting for a ticket to come in, at least it isn't in the company I work for. GMs there have a lot of tasks: sales, bug report, forums, facebook, in-game events, you name it. I don't know how SE handles their GMs but as a GM, you are usually at the very bottom of the food chain in a gaming company so don't expect too much motivation.
My vigil continues...

Did you get an item recovered in the past? Because you only get one item recovery per character, or at least that was the rules back in 2.0. Though they did make it harder to throw out things/purchase the wrong item with warning popups... they may not offer recovery anymore.
Recently returned player.
I don't think this is true any more. The GMs refused to give me my potshed from POTD when I lost it leaving the dungeon. I hadn't requested / received any items before then.Did you get an item recovered in the past? Because you only get one item recovery per character, or at least that was the rules back in 2.0. Though they did make it harder to throw out things/purchase the wrong item with warning popups... they may not offer recovery anymore.
