2 Things - probably easily implemented
1. Per Account - Limit of 1 FC house, 1 Personal Home, 1 Apartment. Pros - No more Alts buying property and sitting on it.
2. Housing Lottery. When you go to a housing district, there should be a menu of available properties, Ward, Size, Type. You have the option to pay the purchase price to enter a lottery for said property. After a period of time (ex 2-5 days) the lottery is executed and the property is awarded. Cons - Farmers with 100's of millions of Gil will still be able to manipulate the market by entering all the lotteries, but it gives a fighting chance to those who desperately can't compete with the Farmers.
but your supposeing that theres more people with a house then without which I'm pretty sure you wrong making individual player houses instanced would make the majority of players far more happyPlease stop suggesting that personal housing be instanced. That's getting as old as hearing people that aren't on the 3 overpopulated servers say "just hop to a lower pop server". It's just as selfish.
Now future housing such as Ishgard could be instanced. My point is that you cannot justify taking away things that players already have to please the few that don't.
Mmm, still changing the rules and features after the fact. I think you can agree with me that housing is a big feature in this game. It's big enough that some players such as myself have spent countless hours not only earning and saving gil but consider the feature important enough that if it was drastically changed as you are suggesting, we might quit. Again, I have zero issues with a new area being instanced. I have a huge issue taking something that already exists and changing it.
The haves and the have nots are never going to agree it seems.
Just to add, I don't think the housing issue is as big as we all think it is. Sure these forums would beg to differ. I was amazed quite a few times to find empty/abandoned lots on my server staying that way for up to a day. Even more surprising was the amount of players who didn't have the gil saved up for one when one did open up. I always hit up my FC and LS chats announcing the location of an open lot. Out of 3 in the past month, only a small was taken advantage of. When the last big plot expansion happened it took 2 weeks for them to sell out.

I think it might be possible to start a FC and purchase a lot, then invite a lvl 1 alt and then transfer the FC to the alt. That is what people are talking about.THANK YOU. Yes that is possible. They'd still need to level the free company to at least rank 6 though which still takes quite a bit of work, especially if trying to do it multiple times for multiple houses.
Not enough of a deterrent, at least in my opinion. I've been haunting the wards for months trying to get my FC a house and since the patch have been running to check them dang near every time my Return is off cooldown. Going through all that makes it incredibly disheartening to realize there is an FC on my world that owns at least 12 houses, that I know of. Almost all of which are standing empty.

Can I mention... I found an abandoned large today. On a more populated server... so obviously the OP isn't trying hard enough to find a house.
Just wondering if you actually read the OP by any chance? Also, I don't really understand why some people seem to think along the lines of 'Oh, I saw a house for sale on X server so that must mean that anyone can find a house if they want to.'
Unless someone is literally doing nothing but teleporting from capitol to capitol non-stop, there is no guarantee you will catch a house for sale if one does open up.
It all depends on your price range (not everyone can afford a mansion,) how often you play, what times you are online, how often you stop to check, and ultimately just plain old luck being the final and most influential deciding factor. You can increase your chances by checking more, but even on my server which is relatively low population and my checking dozens of times a day, I've yet to even see a single plot of any size or location for sale.
