Further, most Primals refer to their followers as their children, so it's not too far out of the way to assume that Barbelo holds a higher place than her "faithful," and is thus referred to a bit more personally.

Text just says "Daughter," voiced line in Japanese says "waga musume," which is to say "Our Daughter" (using the royal "we") so yes, she means "my daughter." Even if it absolutely must be in the metaphorical sense, it still implies a closeness beyond that of master/servant.
