In todays CNY to USD exchange rates it cost 19 USD or so. When I bought it on the Chinese version of the game when it was released I think it would have been around $16 USD. The item as I stated earlier cost 12800 coupons which is 128 CNY. I will state that I would expect the Chinese mall to be more expensive than the NA Mogstation since as I also said earlier in the thread that subscriptions there unless you play every single day for 5hrs is cheaper by a lot as it is around 10 cents (closer to 9 cents now) USD per 1hr of play (no monthly sub only hourly). I really do not care about the price as I am someone who will buy if I want something and I see it as worth the price paid but facts are that the Chinese mall on every single other item is more expensive so this is even a shock to me as I expected it based on other items between the chinese mall and the mogstation to be closer to around 10-12.

No, but more than likely, Square didn't get the rights to distribute this dress in the other regions free of charge due to the dress's origin, and they need to be paid. As this post from earlier in the topic illustrates:

The price of the dress is more than likely factoring in the cost it took Square to even purchase the rights to distribute it.Because these are third-party SE does not have the rights to these items in international and US/EU/JP law to just give it away in a quest. They cannot buy say the Cloud item and the rights outright. They have to buy it per generation so all a quest would do is cost them a fortune as SE still has to pay the Chinese group per cloud. The only way to open it up to us is if we as the players pay the fee, which we do by buying it from the mogstation. This is why in an earlier interview it was mentioned that non-XIV music like Crono Triggers would come in the mogstation if anywhere. Even though SE holds general rights, the various sub rights such as distribution, music, media rights and all may belong to individuals unwilling to share or that are no longer with SE
In instances such as the Youkai event the third-party was giving away the items, which the Chinese company has no desire to do. A basic understanding of copy right law goes a long way in explaining these things. Its not all "flip a switch" and "SE is greedy don't put it in the cash shop". Seriously you may want to look into things with a simple bit of google-fu before making arguments like that. Not necessarily the one I'm quoting but people in general. Several of the items in the mogstation have to be given in there as its illegal to hand them out and our only other free route (given as a bonus from a third-party company like Amazon) we proved we can't be trusted.
I fully expect if they bring the wukong stuff over here at some point it'll cost just as much, if not more due to the exact same reason. Just pray Square themselves designs the next big glamour piece you want and not a company from another region.
I mean... there's not really much else that can be said on the topic. SE is not going to make the dress free, and people either find the price fair and bought the dress, or don't find the price fair and didn't buy it. Anything beyond that is pretty irrelevant.

Square (specifically the FFXIV team at square enix) designed these items to begin with.... there is no chinese or korean development team. The chinese company that people think runs FFXIV over there is ONLY a marketing and support company that gives outside companies access to Chinese markets without jumping through a huge number of hoops while offering regional support to customers of that game.... why do so many people not understand this, even the chinese media has made this quite clear. Just because something is overpriced doesn't mean we have to "appreciate the detail of the devs" Good design is nice but at eighteen dollars for one simple virtual item that isn't even account wide.... (you have to pay again to have this on your alt....) this is not worth it. SO AGAIN.... please stop saying we are calling the designs crap. Nobody is. It is a question of this being a ripoff at such a high price for an item.

All we can do is speculate really! We do know that SE's development team designed and implemented the dress in game, and we do that Yoshida's only given reasoning that they have items that don't "fit" into the universe is that the Asian regions don't care much for immersion. If the item has been licensed by the Chinese publisher, they issued a commission so that SE would design it or it's in their contract for the license of the game. If it was a commission, then the money paid to license the item would be no more than the money paid to create it.
I don't believe SE would force themselves into a contract where they lose items they developed in house, they claimed it takes 6 months to design a set, 6 months of development time from our development team. But again, all we can do is speculate. Let's not pretend they wouldn't have charged higher prices if that's not the case though, I've said it before and I'll say it again, it's a very desirable item and the community has made that clear. MMORPGs like Black Desert Online take advantage of that too, the gear in that game are worlds apart from FFXIV and they charge a hefty $30 per set, per class. I'm guilty of spending quite a bit on there myself, before they killed off the game anyhow. :s
