About the Apartments...

I did read the patch notes, at least what I was reading on the launcher and it says that each apartment can hold like LaylaTsarra above you said 500 units, but how many people play the game, hmm? And there are what, three zones or whatever that each have an apartment? I must point out, that I know for a fact that Estate land is limited in space, and there was no mentioning of there being enough Apartment space for EVERYONE to have their own apartment.

"Before purchasing an apartment, players must first attain level 50 with at least one class. Each room costing 500,000 gil. Players are allowed one apartment per character. Furthermore, it is possible to own both an estate and an apartment."

Nothing saying there is enough for any and all players.

There are 72 zones that hold apartment buildings.

3 city state housing areas x (12 wards each + 12 subdivisions each)
