3. Has it on their agenda but just hasn't done it yet or they haven't reached lvl 15 in the off-class required
4. In the case of Arcanist, maybe they haven't decided yet which job they want to explore first

Those can happen currently, but making the job a requirement would take care of #1, 2, and 3. They'll realize it's important as soon as lacking it prevents them from moving on. Agreed. Those are all scenarios with pretty easy solutions. I just brought them up to counter the narrative that anyone without a job is simply an idiot. Truth be told, regardless of the community's view(s), the game itself can do a bit more to really drive home how important jobs are.
