So these adds must be actual Meracydians, probably tempered judging by their glowing appearance. So maybe yes, Phlegethon et al from Syrcus Tower are rebel Meracydian heroes augmented and doomed to defend the Crystal Tower for eternity.

A bit weird though they would let them keep their own armour. Maybe it's Allagan slave apparel?

I really like the idea that Scylla is a Meracydian queen or priestess turned chimera. What a horrible fate.
