Alternately, some enemies (such as the Deepvoid Slave in Darkhold) turn and use AoE abilities (like Stun) on an target not at the top of the enmity list. Any such taking of damage or having a status ailment resets the regen rate, requiring you to yet again stand still and do nothing for around 10 seconds (after all status ailments are gone) in order to begin regenerating HP/MP.
I do believe the misunderstanding on what you said arises from a misunderstanding over what I said, haha. I've also noticed that when I sleep a group of mobs, I regen MP (I do this for company leves all the time). Maybe they just made it that as you incur damage at all, you can't regen MP? That still does not explain why, during the Ifrit fight, and only during the Ifrit fight, I just can't seem to reliably get MP back.

I reworded what I said. It appears I was thinking too fast and writing too slowly. I meant to say "hate bar being red." And, even so, going further along, from above, we can regen MP even after sleeping mobs while playing solo.
