I honestly think it's pretty unlikely that they will change their minds on this. Part of the reason is that people can lose their personal houses. With this system, even if they do, they'll still have a home to come back to.

Also, as they add more wards, this is going to add a lot more apartments. We get 180 houses and 540 apartments with every ward they add.

It's 90 Apartments pre Ward ATM, not 540. 180 if you count both Main/Sub wards.
