How is it unfair? If you've subscribed for 4 years and someone else only for 4 months, is it fair that they get all the things you already paid for via your lengthy subscription? No, or course not.
You're not arguing for fairness, you're arguing against fairness. Fairness would be telling new player that they can achieve the same rewards a veteran of 4 years has, by playing for 4 years. It's patently unfair to hand out those loyalty rewards like candy because people don't want to wait or prove their loyalty via a long subscription.
As for this idea about catching up, new players can achieve the current rewards by subbing long enough to earn them. By then, loyal customers will have other, newer rewards that players more recent to the game will in turn earn when they've subscribed as long. Framing this as something to catch up on completely misses the point of loyalty rewards.

I don't actually expect to see that until they decide to release the Gunblade Job that was talked about back in 2.0. However, they could be ages since it is either going to end up being released in the Garlean Expansion or some future expansion beyond 4 years from now or never.
