With patch 3.4 we will be including (in SSS) the evasion parameters of the associated content.
With this, your hit rate will have an effect when attacking the target dummy.
*I'm fairly sure meichuuryoku (命中力) refers to hit rate rather than strength, but I haven't seen the term recently enough in game to remember.
The latter quote is basically as was stated:
The level at which skills become available for use will now be displayed.
We plan to implement this with patch 3.4.
(Apparently that one little, unnecessary bit wasn't available in SSS? Or is this a new, universal, useless feature? Idk.)

Right. I do not use lodestone, and hadn't been in the habit of caring enough about my secondary stats on a level 20 alt to look at that section. Feel free to disregard my translation for having forgotten. (I'm not joking; I may have missed something else.)
