While true, they only have so much money allotted. Whomever is in charge of cosmetic design will not ever contribute to the battle portion of development even if they finish their work under-budget. Throwing more money at another team isn't going to help if they are already half way done and have a specific deadline. Not to mention, SE isn't going to have an entire team sitting around doing nothing if they happened to finish early. Therefore, even with slightly increased funds, it'll won't necessarily go to a different department.

Yeah in my country they would probably just lay off some people from department x and hire more people for department y but as far as I know that is not done in japan like that.
I agree of course that someone doing graphics will not suddenly start helping out in other departments (not normally at least) and they won't have people sitting around, But i would imaging that SE can redistribute its employees towards different teams (but that is just me guessing).
