    I guess it linked to anonymous report, if you say to someone "you said those words" the person might remember the occasion and more importantly the person concerned and might harass the "snitch" :/ being vague gives more "security" to the personn who reported you.

    Its the short hand version of the name. Richard can be shortened to Rich or Rick. Rick rhymes with...a part of the male anatomy. That moniker is also used as an insult to say someone is behaving badly and/or rudely.
