Here's another "extreme example" for you. A static consisting of a DRK/WAR/BRD/BLM/MNK/DRG/AST/SCH get into a ex trial, and the game decides that the DRG isn't doing things up to snuff, so he is blocked out of the rewards. The other party members pull through and win the encounter. But the chest gives out the DRG weapon. What a fun kick in the teeth that would be on a friday evening.

The game stagnation has nothing to do with 'players who don't pull their weight'. It's only natural for people to be cautious about a system that could automatically punish certain players.So we're back at square one. First page of this thread. Nobody is willing to compromise for the health of the game, because bads will be bads and "elitists" will be elitists. It's the fear that flaws will exist in a system that cause the stagnation this game is suffering from at the moment.
If you're doing roulettes for the rewards... stop being so preicous. There are new people, people learning particular jobs, or particular dungeons - that's the point of the roulette, so some older players will join in to help. If you don't like it, don't queue. (or take your own group so you get all the rewards without having to concern yourself with assisting the community at large.)
Because the duty finder is used to enter and participate in the majority of content, many statics don't just do midas savage, some even look for members to fill in reps for their parties when pf fails to deliver.
A player shouldn’t be penalized because they don’t play their character the way you want them to. It is just a game after all….
No, but a DRG who doesnt use his combos or heavy thrust, or a bard that doesnt use straight shot or their DoTs are just getting dragged through content and not actually playing.
Today alone while grinding relic I had one Ice Mage, one BLM who didn't use any AOE during the massive packs of Aetherochemical Research Facility, one SMN who would put up his dots and then stand still for 5-10 seconds at a time to cast ruin 1 once, then a DRG who stood in 100% (100%) of things targetting him. But it's all right, that's just how they play
Shame there's so much hand holding, if we just upped the most basic sense of gameplay standard in this game it would be amazing.
Inb4 only play with your close clique and nobody else ever in an MMO.
Well let me clarify; the context of the topic is specifically for random match making through DF, not pre-formed/statics. If it was a preformed farm (at least mine anyway when I still made them), if someone isn't pulling their weight in dps or performance, or dies consistently, they're getting the kick. Likewise in any static if someone is unable to perform or otherwise holding back the other 7 players, chances are they won;'t be around for long anyway.

Congrats! You're a great player playing a game who's Devs cater to the very worst and in one regard the very best (Savage.) You'll still be able to play in content on alts, just get some more gear.
You wrote that skilled players will always have maxed gear (or better: BiS gear). Yes. On the main job its true. But on alts: its not. Filtering players just by gear, you will miss good players and take bad ones instead. Not always, but it will happen.
The point of the OP is not: Get mor gearz!!!
Its: How could players get encouraged to do better.
Its not that we want the players to play how we want it. It about that we want the players to play more how its intended by the game (and in the backstage the developers).
Every game has rules. Virtual and real life. When you play together with others (are all that people here so much egoist, to ignore that point entirely?), everyone expect the others will not mess them up. "Play how you want" in football, soccer or whatever else. What do you think will happen to you?
People that don't pull their weight in a virtual team game are the same as people that don't pull their weight in a real life team game: a burden to the other members of the team.

I'd put myself in both camps that i want the people i run with to be competent but i don't mind how long the dungeon takes, so whatever suits their playstyle.
Will i call these people out and even vote to dismiss them? Yes and no, I will tell this player to use AOE's if possible or if i see i have a monk and a ninja and i'm the tank i will pull less mobs so that they can play to the best of their abilities( here it's skill in executing your combo's) but i will not vote dismiss a player just because they are being lazy.
Compare it with an ant colony observation: 80% of the ants work hard and 20% are slackers -> if you remove the 20% in the hopes that you'll end up with hard workers, you'll note that from the remaining 80% another 20% become slackers.
In a way i'm reminded of the beta of ARR where tam-tara took 45 minutes to clear.
TL;DR: It's a game that takes time, don't go around expecting to get X amount done in Y amount of time
