If they are there for gear for desynth, they don't need to be in a roulette, and can instead manually queue the dungeons they want that actually drop the gear appropriate for whatever their desynth skill level is.Maybe those wo do lv60 roulette but hate that one dungeon do it for desynthese.
See, THAT there is actually a valid time to point out the whole "you know you can just manually queue separate dungeons instead of doing the roulette, right?" argument, because here it actually applies.

Why was Leveling Roulette all Sastasha, all the time when NIN was first released? Because there were many players running Sastasha. There was a need. Eventually, the flood passed, and so, too, did the overabundance of Sastasha instances in Roulette. Right now, there is a need for ARF, as many players are running it for Esoterics. This, too, will eventually pass. Just be patient and ride it out.
Roulette is a contract. You are being paid in Tomestones in exchange for helping out where you are needed. There's no promise that you'll get an instance that you'll enjoy, and there shouldn't be.
Nope. Roulette purpose is not satisfy your desires on a specific dungeon but put yourself in a random one which need your class in that moment. Do not enter roueltte if you don't want assume what you get. It is called roulette for something. If you don't like it, leave and get your penalty.
I'm afraid it's not entirely working as some feel it's intended for. Roulette does not stick you where you're needed. I have been thrown into the Aetherochemical Research Facility 6 times in a row and none of them were first timers. There are five level 60 dungeons. Hitting the same dungeon 6 times in a row starts to feel less like a roulette and more like punishment.
Also, for people who "don't understand" why Aetherochemical Research Facility is so hated - it's simple: There's no loot. I don't mind being stuck there if at least one person there needs the clear, but with the addition of no loot it's even less appealing if everyone is a veteran to the place.
It's not about being needed to help a person get their first clear, it's about being needed for a dungeon many people need to run for their relic. You're being taken in ARF because there are people queueing for it, that's it.
Sounds like they were waiting the longest, then. While I do believe there's a system in place to help first timers get priority, it was mentioned in some live letter many moons ago, there's still the old system of first come first serve in place.
But it's the best source of Esoterics, which people want for their relics and such right now. So you will find people manually queuing for it here and there.

As countless people have mentioned here, the roulette is serving it's purpose. You get extra rewards for going where you're needed. If you don't want to risk it/aren't in the mood, then queue for specific dungeons.

The entire reason they buffed the eso reward from it was because it drops no gear, took a bit of time to do, had a item level sync below what most non-new people who would get it in roulette had, and thus was causing problems of people abandoning the moment they saw it was the dungeon their roulette pulled up. Kinda hard for a new player to go through on their first time when almost every time they get into it half the party ditches you.
If they lower the eso reward and people stop running it then they will still have the issue of new people having their parties ditch them because its ARF.
Its pretty clear they did not want to throw gear in there to encourage people to run it, or maybe they just did not have any gear designed for it yet which is why they just bumped the eso reward.
