Go read it again the guide specifically says that quelling strike is only used to help a tank get time to establish hate. That doesn't sound like BLM really has to hold back throughout the fight. In XI BLM could rip hate at any time if they didn't hold back sufficiently. Which is why once you got ancient magic you aimed to kill with it because if you didn't and you didn't get a resist you were dead.Me too. I've seen it happen. I constantly straddle the aggro line in the AoE rotation. Not AoE though and I can't imagine ever ripping hate off of a tank even in the opener with pots.
You generate a lot of hate, but not enough to overtake a good tank unless your gear is significantly better than theirs.
