Found the reddit post saying fracture is a dps loss: https://www.reddit.com/r/ffxiv/comme...urvival_guide/Fracture is always useful and if someone did that discussion on MNK they have no idea how it works, both MNK and WAR gains by using it. DRG and NIN does not. The reason fracture is so useful on MNK that it is more of a filler than damaging move, while ToD does this most of the time for Demo, every 2-3 Demo it won't be up and delay it so you would end up losing 1-2 dot ticks instead of 0-1 so the gain of using fracture at that point is 30 + 50 potency which lands one fracture at 270 potency for 80 TP, compared to True Strike at 190 at a cost of 50, or 3.8 Pot/TP were Fracture is 3.335 Pot/TP making it as efficient as DK/TS Pot/TP comparativel to the other dots which is, Demo(420/50=8.4) and ToD(270+50/80=4).
