This promotion was not meant to go past the JP region. When the NA people saw the items they started petitioning Square Enix to bring the items to other regions. They are working on a EU promotion for the items.

That's not true. When the outfits were first previewed, they were followed by a slide that stated their intent for the outfits to be made available for NA/EU at a later time.
