I have never been matched with a non-English group. Maybe it's your server or DF settings.
If you put F-G-J you could potentially be matched with them.

That said, there's no reason for the group to slow down for YOU.
3/4 of the people in the dungeon are there for their roulettes. If you want to experience, do it yourself afterwards.
I've gone in unsynced with my chocobo to clear dungeons I wanted to experience more of and read the signs after I've cleared the content.
Some of the mechanics can be tricky, but it's not impossible for most up to and including some level 50 content.

You'll get matched with them regardless of what you pick because they always put E in anyway, trust me I've not had JDF selected since late 2.0/2.1 but I still run into plenty of Ds and Fs.

tbh, DF is not a good place for a relaxed/slow/stroll run, especially if solo queued.

imo the speed of a dungeon run depends on the party composition and awarness.
Tank determine the speed between pulls depending on MP/TP regeneration.
All party members are determing speed infight depending on skill, CDs, damage, gear and pull size.

And the language a player selected has no effect on their player skill...

I know you can summon a chocobo if you're in there by yourself. Not sure if you can have him out before you go in.

That's your perspective. Meanwhile, on the other side, the other person always takes 20 seconds, doesn't understand the rush and is annoyed by you demanding 10 seconds of him when he'd rather just take his relaxing 20.

Pretty much the basic issue of random grouping - difference in playstyle. For all you know, you might play with a lightly senile granny that has to frequently re-read the tooltips of her skills to remember what they do.

I get that completely heh, it's the people who purposefully want to slow it down for no reason that is frustrating. I prefer to just move at the speed natural to the group. It's literally never been an issue for me.

That's super weird. I beat Temple of Qarn last week with my chocobo...

I also did it with my chocobo on Haukke Manor to get the mapping the realm achievement for that one room upstairs that no one ever goes into. So I'm not sure what the deal is.
