Expansion of City States and "Dangerous" Areas.

Someone did see that SE accidentally showed, in the new map design, that a map of Gridania had an "entrance" arrow going into Lilly Hills, where Gridanian nobility/elite reside. They then removed the image and said "it is for an area in a future expansion." So there is hope!

That was probably me - I mentioned that in the 3.3 preliminary patch notes thread, and when the full notes were uploaded that image was changed with a disclaimer that the previous image mistakenly showed content "that was still in development". So yeah, that is hope that part of Gridania will finally see access (given it's been locked since 1.0).
